The California Secretary of State is releasing Version 2.01 (11/05/01) of the California Electronic Filing Format (CAL) (right click to save version to disk) or (right click to save PDF version to disk) for Political Disclosure forms for public review. Changes to the filing format are described in a CAL 2.01 errata document (right mouse click to save to disk).

Based on the May 20th public hearing, the SOS has selected to implement the following filing formats:

    1. The California Electronic Filing Format (CAL) filing format
    2. American National Standards Institute, Accredited Standards Committee (ASC), Election Campaign and Lobbyist Reporting, Transaction Set X.12 (TS) 113

We have developed a Filing Format Guide (right click on this link to save to disk) for programmers constructing "CAL" files. This document currently reflects version of 6 of the CAL format and is being updated to reflect CAL format revision 1.00. To read the Filing Format Guide you will need an Adobe Acrobat PDF Reader.

We have developed a Comments, Questions and Answers list to discuss questions and comments regarding the filing format. Please review this list. Another public forum was held on May 20, 1999 and a transcript is available.

We strongly encourage your input on this project. Timely input to the process is important to achieve the deadlines mandated by SB 49. Please do not hold your comments, issues or questions; we need your constructive criticism and suggested changes to the formats as they are released. We'd appreciate it if you would incrementally provide written comments or questions regarding the filing format.
